Stage 2

Stage 2 (2026-2031) will focuses on improving public transport on the Peninsula itself, better connecting communities within the Peninsula, and improving connections to Melbourne. A new line to Rosebud, upgrades to the Frankston and Stony Point lines, and vast upgrades to the Peninsula's bus network, will be built at this stage.

Melbourne Metro rail tunnel

Timeframe: 2018-2026

The Melbourne Metro is a rail tunnel that will run from South Yarra to Footscray underneath Melbourne’s CBD. It will be used by Pakenham, Cranbourne and Sunbury trains, and later by Melton, Rowville and Airport trains.


The Melbourne Metro will get trains out of Flinders Street, Southern Cross and the City Loop, allowing for the running of more trains throughout metropolitan Melbourne, reducing traffic congestion everywhere. It will also provide room at Flinders Street and Southern Cross for peninsula trains to run to Melbourne.

Peninsula Rail Link

Timeframe: 2026-2031

The Peninsula Rail Link itself can be built once duplication of the Stony Point line reaches Baxter. The line would be single track with 4 crossing loops, and 8 new stations would be built on the line. The line will use the former Mornington line corridor to Yuilles Road, and include the reopening of Tanti Park station to revenue service.


The line to Rosebud will allow peninsula residents to get to Melbourne in a single mode of public transport, or to Frankston faster and in more comfort than a bus.

Level crossing removals

McMahons Road Frankston

Timeframe: 2025

This level crossing runs through a major road gateway to the Mornington Peninsula, an extension of the Frankston Freeway. As part of Stony Point line duplication, this crossing must go. Because the line is on a steep 1:50 gradient, the track cannot be raised or lowered. Thus, the road will have to be lowered beneath the railway line.


Removal of this crossing increases the reliability of services and reduces traffic congestion on McMahons Road. It also prevents the crossing from turning into a major bottleneck.

Frankston station reconstruction

Timeframe: 2027, 2031

In order to allow Peninsula trains in both directions to pass terminated suburban trains at Frankston, 2 new platforms will need to be built.


The current platform 1, which is a terminating platform, would be extended to run to the Peninsula, and be used by citybound trains from the Peninsula. This maintains the island platform, allowing passengers to interchange directly with suburban trains as they depart for stopping services. In the short term, before Stony Point trains start running to the city, this platform could be extended to carry 6-car suburban trains and 4-car Stony Point trains at the same time.


A new island platform would be built on the site of the stabling yard, with stabling moved to Mordialloc. Platform 3 would be used by suburban trains, while platform 4 would be used by outbound Peninsula trains. Passengers will be able to easily cross this platform to interchange from the suburban train to the Peninsula train from stations not served by Peninsula trains.
